Each participant was asked to bring a canned food or toy donation to benefit Cove Animal Rescue. “The Howl’oween parade is a pet project of Darcy Belyea and her Parks & Recreation team and each year they do a pet-tacular job,” said Mayor Reggie Spinello.  “This parade gives us permission to expand our City events to include the pets of our community; it’s their day to play dress up,” added Darcy Belyea, Director, Parks & Recreation.
